On 20 October 2026, POLIS and NAPCORE will join forces once again for an online workshop exploring mobility data sharing in European cities.

Accessible, high-quality mobility data supports better transport planning, traffic management and sustainable mobility services. Yet cities and regions continue to encounter technical, legal and organisational barriers when collecting, managing and sharing this data.

The full value of mobility data can only be realised when it is easy to find, access, exchange and reuse. Sharing data across public authorities, transport operators, service providers and national borders can improve decision-making, enable more seamless mobility services and support a better-connected European transport system. Achieving this requires common standards, clear governance arrangements and trust between the organisations that provide and use the data.

This interactive NAPCORE and POLIS workshop will explore the role of National Access Points (NAPs) in enabling mobility data exchange and demonstrate how data sharing benefits public authorities, mobility providers and other stakeholders. Through expert presentations, city examples and parallel working sessions, participants will exchange experiences and identify practical actions to improve mobility data provision, quality and accessibility across Europe.

• Introduce participants to the role of NAPs in the European mobility data ecosystem.
• Showcase why data sharing matters for mobility, including benefits for public and private stakeholders.
• Discuss challenges and barriers to data sharing (e.g., technical, legal, organisational).
• Brainstorm practical solutions to increase data provision and improve data quality/accessibility.

Agenda

14:00–14:15 | Welcome and introduction
Opening remarks from POLIS, followed by an introduction from NAPCORE to the role of National Access Points in Europe’s mobility data ecosystem.

14:15–15:00 | Why mobility data sharing matters
Short NAPCORE presentations on relevant regulations, governance approaches, practical examples and applications. The presentations will cover:

• Road traffic data
• Multimodal mobility data
• Cycling and walking data
• Parking and charging data

Each topic will include a six-minute presentation and four minutes for questions and discussion.

15:10–16:10 | Mobility Data in Action: Parallel City Sessions
Participants will work in two small groups supported by assigned facilitators and a shared Miro board.

• City Spotlight — 10 minutes
  A POLIS member city will present its experience of capturing, managing and sharing urban mobility data.
   
• Interactive Workshop — 50 minutes
  Participants will exchange experiences and develop practical recommendations through three discussion blocks:

1. Mapping the Mobility Data Landscape
2. NAPs in Practice: Use, Value and Barriers
3. From Barriers to Action
