Report: Advancing urban logistics: Key recommendations for the EGUM

On 21 March 2025, POLIS, ALICE, and ACEA hosted a webinar to introduce the Expert Group on Urban Mobility (EGUM) Subpgroup 4 on Urban Logstics' recommendations and foster dialogue among stakeholders.

In December 2024, the Expert Group on Urban Mobility's (EGUM) Subgroup 4 on Urban Logistics presented three key recommendations to the European Commission aimed at enhancing urban freight transport across the EU. These recommendations, endorsed by the Commission, focus on promoting more sustainable and efficient logistics systems in cities.

The recommendations include:

  • Sustainable Urban Logistics Plans (SULPs): Advocating for the development of SULPs as strategic frameworks to optimize goods transport within urban areas, reduce environmental impact, and improve efficiency.
  • Data Sharing for Zero-Emission Urban Logistics: Emphasizing the importance of voluntary data sharing between public and private sectors to support the transition to zero-emission urban logistics, leveraging existing data sources and IT tools while encouraging local authorities to digitalise their regulations and assets.
  • Accelerated Deployment of Innovative Sustainable Solutions: Recommending the promotion of collaborative logistics, shared use of vehicles and assets, and maximizing available resources to speed up the adoption of sustainable urban logistics solutions.

These recommendations were approved by the European Commission in December 2024 and are now available on the EU Commission website. The Subgroup, co-led by POLIS, ALICE, and ACEA, was joined by 12 leading network organizations and 15 EU Member State representatives in developing these guidelines.

To further discuss these recommendations, POLIS, ALICE, and ACEA hosted a webinar on March 21, 2025. The event aimed to introduce the recommendations to each of the organizations' members and foster dialogue among stakeholders.
