On 4 March 2025, POLIS and NAPCORE hosted a workshop to strengthen collaboration between cities, regions, and National Access Points (NAPs) on transport data sharing. It was organised as part of the Cooperation Agreement between the two organisations, aiming to enhance dialogue with data and service providers at the urban level. By fostering efficient data provision in cities and regions, the initiative supports improved access to high-quality transport data via National Access Points (NAPs).
Building on NAPCORE’s recent survey, ‘How to Accelerate Data Provision on the NAPs’ (May–June 2024), the workshop sought to gain a deeper understanding of the challenges faced by local and regional authorities in sharing data with NAPs. The POLIS-NAPCORE Focus Group brought together the Traffic Efficiency, Active Travel & Health, Clean Vehicles & Air Quality, and Parking Working Groups together with representatives from NAPCORE, DG MOVE, NAP operators from various European countries, and urban mobility experts. Discussions centred on how cities interact with NAPs and the complexities of implementing European transport data regulations, particularly in relation to Multimodal Travel Information Services (MMTIS), Real-Time Traffic Information (RTTI), and Alternative Fuels Infrastructure Regulation (AFIR).
The workshop highlighted key challenges and opportunities in urban data sharing through NAPs. The discussions reinforced the need for clearer regulatory guidance, improved data quality, and stronger engagement from cities and stakeholders.
