Inclusive Mobility Cities Challenge
Toyota Mobility Foundation and POLIS are partnering for a multi-year European programme that supports mid-sized cities in developing solutions for inclusive, resilient, and sustainable mobility.
The Challenge will work with three to five Champion Cities to address persistent mobility challenges that have not been sufficiently resolved through existing approaches.
Selected cities will receive project funding, technical expertise, implementation support, monitoring and evaluation guidance, and opportunities for peer learning and exchange over a period of up to four years.
The Challenge is designed for cities facing a real and persistent mobility challenge where conventional approaches have not delivered the desired results.
The focus is not on routine activities or projects that could be delivered through existing approaches alone. Applicants should demonstrate that the challenge has remained unresolved despite previous efforts, and explain how additional expertise, innovation, funding and implementation support could help move towards a lasting solution.
Proposed projects may address issues related to:
🚶 ACTIVE MOBILITY
🚍 PUBLIC TRANSPORT
🚲 SHARED and MICROMOBILITY
💡 BEHAVIOURAL CHANGE
🚥 ROAD SAFETY and SECURITY
Projects should focus on improving people's ability to access employment, education, healthcare, and social opportunities, with particular attention to transport poverty and barriers related to factors such as:

Champion Cities will receive support designed to help bridge the gap between an existing mobility challenge and the development and implementation of a more inclusive mobility solution.
Champion Cities will receive project funding, technical and independent expertise, implementation guidance, monitoring and evaluation support, capacity-building, peer learning and exchange through our network, and opportunities to share results and support replication in other cities.
Projects will be developed and implemented over a period of up to four years, with agreed objectives and indicators used to monitor progress and impact.
The Challenge team will work with selected cities throughout the programme to support project development, implementation, learning, and evaluation. The precise support package and project arrangements will be developed with the selected Champion Cities in line with their proposed projects and agreed objectives.
The Challenge is open exclusively to eligible POLIS member cities and regions, or cities and regions with an existing relation with TMF.
Applicants must meet the eligibility requirements, including:
⭕ Being located in the EU, UK, Norway, Iceland, or Switzerland;
⭕ Representing a city or functional urban area with 100,000 to 1,000,000 inhabitants;
⭕ Being a relevant local or regional public authority or public-sector entity;
⭕ Demonstrating the organisational capacity and political commitment to deliver a multi-year project;
⭕ Submitting an Expression of Interest signed by an authorised political representative.
Applications should focus on one city. For the Challenge, this may also refer to a multi-city region or metropolitan area comprising contiguous municipalities, a local authority or equivalent, or a district within a city, provided that the area covered meets the population requirement.
